{"id":58181,"date":"2024-04-09T10:56:39","date_gmt":"2024-04-09T09:56:39","guid":{"rendered":"https:\/\/bolsadeempregabilidade.pt\/?p=58181"},"modified":"2024-04-09T11:00:19","modified_gmt":"2024-04-09T10:00:19","slug":"support-for-hiring-young-people","status":"publish","type":"post","link":"https:\/\/bolsadeempregabilidade.pt\/en\/apoio-a-contratacao-de-jovens\/","title":{"rendered":"Support for hiring young people: what support is there?"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Support for hiring young people consists of granting financing to employers to conclude employment contracts with unemployed young people.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The majority of this support is granted by the Government or by community funds and its main objective is to reduce youth unemployment rates, which in Portugal are above the European Union average.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But, in addition to providing opportunities for professional growth, this is also an opportunity for companies <\/span><a href=\"https:\/\/bolsadeempregabilidade.pt\/en\/how-to-attract-labor-and-reverse-the-shortage-of-workers-in-tourism\/\"><span style=\"font-weight: 400;\">strengthen teams with promising talents<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><b>For this reason, supporting the hiring of young people is an important tool to increase the employability of young people and boost the economy.<\/b><\/p>\n<h2><\/h2>\n<h4><strong>How does support for hiring young people work?<\/strong><\/h4>\n<p><span style=\"font-weight: 400;\">Support for hiring young people can be used by companies in different ways. The most common way allows you to finance part of the young person&#039;s salary and pay for professional training expenses.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, support for hiring young people can help cover Social Security costs and invest in equipment and infrastructure.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To apply, you must consult the programs available on the <\/span><a href=\"https:\/\/www.iefp.pt\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Institute of Employment and Vocational Training<\/span><\/a><span style=\"font-weight: 400;\"> (IEFP), Social Security and the Government Portal. The second step is to confirm that you meet the requirements to proceed with the application.<\/span><\/p>\n<p><strong>Some of the documents that may be requested at this stage include:<\/strong><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Application form;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Company certificate;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Declaration of regularization with Finance and Social Security;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Young person\u2019s employment contract;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Young man&#039;s pay slip.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">After this, the application is evaluated, the decision of which can be favorable or unfavorable. If you are entitled to the support you applied for, do not forget that you must fulfill the obligations set out in the program during the contract period.<\/span><\/p>\n<h2><\/h2>\n<h4><strong>What requirements must be met?<\/strong><\/h4>\n<p><span style=\"font-weight: 400;\">The requirements to be entitled to support for hiring young people vary depending on the program in question. However, generally speaking, companies should:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Be a legally constituted company;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Fulfill the legal requirements required to carry out the activity or present proof of having initiated the applicable process;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Will have <\/span><b>regularized situation<\/b><span style=\"font-weight: 400;\"> with Finance and Social Security;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Have accounting organized in accordance with the law;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Have no outstanding salary payments, with the exception of situations provided for in the regulations;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Not have been convicted in a serious or very serious criminal or administrative proceeding for violating labor legislation;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Hire a young person <\/span><b>unemployed registered with IEFP<\/b><span style=\"font-weight: 400;\">, I ate<\/span><b>age under 35 years<\/b><span style=\"font-weight: 400;\">;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Provide professional training to the hired worker;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Pay the minimum amount stipulated by the program, never less than the IAS (Social Support Index).<\/span><\/li>\n<\/ul>\n<h2><\/h2>\n<h4><strong>What programs support the hiring of young people?<\/strong><\/h4>\n<p><span style=\"font-weight: 400;\">There are some support programs for hiring young people in Portugal, which aim to promote the professional insertion of young people in the job market and help companies hire young, qualified labor.<\/span><\/p>\n<h3><\/h3>\n<h5><strong>1. ATIVAR.PT incentive<\/strong><\/h5>\n<p><span style=\"font-weight: 400;\">It is financial support granted to employers who celebrate <\/span><b>open-ended or fixed-term employment contracts<\/b><span style=\"font-weight: 400;\">, for a period of 12 months or more, with unemployed people registered with the IEFP, with the obligation to provide professional training.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Financial support is stipulated in <\/span><b>12 times the IAS value<\/b><span style=\"font-weight: 400;\">, in the case of open-ended employment contracts, or <\/span><b>4 times the IAS value<\/b><span style=\"font-weight: 400;\">, in the case of fixed-term employment contracts.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The IAS value in 2024 is set at \u20ac509.26, so it could mean support of \u20ac6,111.12 or \u20ac2,037.04, depending on the type of contract and the support increases.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This measure has a <\/span><b>closed application regime <\/b><span style=\"font-weight: 400;\">and is financed by the European Social Fund. Its opening period is decided by the IEFP Board of Directors, IP published on the entity&#039;s website.<\/span><\/p>\n<h3><\/h3>\n<h5><strong>2. Sustainable Employment Commitment<\/strong><\/h5>\n<p><span style=\"font-weight: 400;\">It is an exceptional and transitory measure, which consists of an incentive to <\/span><b>permanent hiring of unemployed people<\/b><span style=\"font-weight: 400;\"> registered with the IEFP.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This support is combined with financial support for the payment of social security contributions, in the first year of the supported employment contract.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The financial support granted is 6,111.12 euros for concluding an open-ended employment contract, or <\/span><b>7,638.90 euros for hiring young people<\/b><span style=\"font-weight: 400;\"> aged 35 years or younger.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The application period for this measure is open, running until June 30, 2024. The application must be submitted on the IEFP portal, after authentication and access to your employer area. <\/span><a href=\"https:\/\/www.iefp.pt\/documents\/10181\/11256471\/Guia+de+Apoio+Candidatura_CESv10.pdf\/8a2198c4-7906-4d3d-be80-055934cf01f0\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Follow the application recommendations guide!<\/span><\/a><\/p>\n<h3><\/h3>\n<h5><strong>3. ADVANCE Program<\/strong><\/h5>\n<p><span style=\"font-weight: 400;\">This measure specifically aims <\/span><b>unemployed young people<\/b><span style=\"font-weight: 400;\">, registered with the IEFP, aged 35 years or less and who have <\/span><b>higher level qualification<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Financial support is only granted to companies that celebrate<\/span><b> open-ended employment contracts<\/b><span style=\"font-weight: 400;\">, with young people who meet the requirements mentioned above, and whose remuneration established in the <\/span><b>employment contract <\/b><span style=\"font-weight: 400;\">is equal to or greater than 1330 euros.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The AVANCER program wants to encourage the hiring of at least 25 thousand qualified young people. To this end, it offers support to companies between \u20ac2,037.04 and \u20ac9,166.68 for applications submitted from 2024 to 2026.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, young people are entitled to financial support of 150 euros, during the first year of the employment contract, payable monthly and via bank transfer via IEFP.<\/span><\/p>\n<h4><strong>Where to find young, qualified talent?<\/strong><\/h4>\n<p><span style=\"font-weight: 400;\">Is your team ready to welcome motivated, creative and innovative young people?
